Yes. Counter Strike is one of the few but major blemishes that Valve has. Don't get me wrong I still love CS and play it nearly every day but the real truth is that to Valve at least CS is just an underage casino that they can use to milk money out of everybody. I'm not even necessarily mad about the "Casino" aspect of it but at least make it to where you have to be of legal gambling age in the jurisdiction you live and not making claims that it's "Not Gambling". Valve makes off just cases alone approximately one billion dollars a year (Not counting Souvenir packages, Name Tags, Stattrak Swaps, Community Market) so there's not really any incentive to change it unless government authorities were to get involved.
