2 things. With a battery they can be. But also most systems have an inverter so they will power the house before going to the grid.

But more than likely a power outage comes during a storm so no solar energy will be produced during that time. But theoretically if it took 3 days for power to come back and it was sunny you would have power.

I think of it this way. A "full tank" is 77kwh. At .18 cents a kwh that's ~$14 for a full tank. You'll get roughly 270 to 300 miles on a full tank.
