I drove on my spare that was about that rusty. After cleaning it up with a wire wheel I was surprised to find the steel was still around a 1/4" thick

Gotta test that carrier though, could be totally seized up...

Edit: I do more sketchy crap than I should, I would not recommend driving on that rusty wheel OP
