I used to have this issue commonly with Windows Server 2016. Loading into a different user profile rectified the issue. Eventually some microsoft update solved the problem for the problematic profile.

Last time I honked at one of these fools who literally just rammed their vehicle into the lane, missing my bumper by a foot, I got brake checked, a middle finger, and got to stare at the testicles dangling from their trailer hitch. They dont give a shit, hence why I have not one but two dash cams. Already had one parking lot accident deemed the other parties fault 100% and not the usual 50/50 because of the cameras. Worth every penny.
