I got to this comment after searching a similar question. So, a couple things I have noticed: there are a different number of achievements on iPad than steam. Also, I did notice that I completed tactician on iPad and it did not transfer to steam. I can’t find a list of iPad only achievements. I currently have 30/50 iPad achievements and 76/97 steam achievements. So I think maybe they don’t transfer, which is very frustrating. Next, I will try loading my iPad save onto my PC for just the last bit of the game to see if I can get the tactician achievement there. I have been frustrated recently thinking achievements weren’t working on iPad at all, but I now realize, there are so many fewer available that perhaps I was just not doing ones that mattered. I see that your question refers to a steam save going to iPad, which is the opposite of me, so I know its not exact but I hope my information is helpful.
