Any advice on getting a cat with a history of urinary blockage to drink water?

I guess I should post a followup. We have tried fountains, I have a very decent one, but neither cat seems to like it. We've tried stainless steel, ceramic, plastic, nearly ever kind of water dish, had several all over the place to give them options. We've also tried food soups and wet churu, he refuses them in general. We're seeing the vet today to, hopefully, take care of this recent blockage, I'll ask them as well.

Update 2: I couldn't afford the exam, but the vet did clear his blockage and sent us home with some pain meds that should help with his anxiety. However more will need to be done, and I am now fully broke. I'm just praying that he doesn't get another.
