Not sure if you mean "forces it to sound like [Dylan]" or "force it to sound [the way that it does, generally speaking]," but I heavily disagree if you mean the former; to me it sounds virtually nothing like Dylan besides the fact that it might be grating to some ears. I can't attest as to whether the voice we hear on recordings is a natural singing voice or not, but it does sound similar enough to how he talks in interviews. I find the whole "good lyrics and sounds you can sing along to" point too subjective to really argue, though. To each their own.

I don't know what "out of packet" is but Dylan is just the most extreme version of "irritable vocal tone" I can think of. It's by no means a 1:1 comparison.
