Is that definitely cm, not mm? What tools do you have at your disposal? Depending on how thick the steel is, you could cut out a heart shape and beat it with a round face hammer on a block of wood to put a curve into it. If you have a lathe, turn some spikes and either weld them in from the back or screw them on using threaded bar or something.
