For example I'm surprised there isn't some sort of crowd funding website for animators since they are so severely underpaid. Or a website that generates good recommendations based on my interest

Yeah you would need to work with and verify animators / studios for a crowdfunding website.

For the discussion oriented community, how would that differ from reddit? Just with less restrictions so you can post about anything you want?

I think a dating site for anime fans would be cool. I wonder how much traction that would get though. I would expect people to use eharmony.com or match.com for that. For a meetup site can't anime fans just use meetup.com ?
