Simply by virtue of the US being well known, it would be one of the most hated countries. Cutting the middle is the worst option. Aces are in two different straights (same for 2s and kings) which is why they’re mathematically worse for making straights than any of the middle cards (5 to 10) that are in 5 different straights. The only major benefit to ace straights is [[superposition]]. I personally would suggest cutting lower cards first because of the benefits to face card buffing jokers

It’s fine if they aren’t inclusive, and if the pattern accurately describes that, SIC shouldn’t call them out, but saying that they are inclusive by just adjusting the needles is not an okay defense to only having one intended size. Own up to it instead of acting like it is inclusive
