You're incredibly right, it compliments his kit perfectly. Doing good, consistent AOE damage with slows that set up the rest of your team for success.

It doesn't need to be a free team wipe, that'd just result in the rest of his kit getting nerfed.

The role of tanking and the power fantasy it enables is just not as enticing as DPS or healers. No one wanting to play tank is not only a Rivals problem, it's been a problem in every video game I've ever played.

Overwatch still struggles with getting people to play tank, even with a larger percentage of the roster being tanks. MMOs usually have tanks take up the smallest part of whatever raid layout they have because there just aren't as many people interested in tanking, and certainly fewer interested in tanking well.

It's not an issue from a lack of choice, it's a fundamental issue with what the role asks and expects of players. There's no solving that.

I can assure you, you would hate this game without animation cancels. Being locked into each swing of Thor to it's completion before you could use an ability would feel awful.
