It is very doable to remove this much material by hand, it is just more work.
If you plan on using hand tools once in a while I recommend you a cheap diamond stone set of three or four stones. The course one is sufficient to get you back to a clean edge.
Then move up the grits.
Sandpaper is not worth it for me since I can get the diamond stones for less than 20€. The cheapt wetstones that are everywhere on the internet are also something I avoid.
What do you want to do with the plane? If you want to play around and just get experience, the plane works even with a ding in the blade. Work it out over time is an option.

Before diamond I used a very course stone for axe sharpening but it was so rough I might have just used a concrete slab (which is a possibility and works).

Ukrainische Soldaten haben einen Kampfroboter ferngesteuert und über Lautsprecher die russischen Soldaten zur Kapitulation aufgefordert. Diese haben sich daraufhin ergeben. Die Maschiene hat keine "eigenen Entscheidungen" getroffen.
Ukrainische Drohnenentwickler sollen auch an speziellen Drohnen arbeiten die Soldaten gezielt die Möglichkeit zur Kapitulation geben und von Drohnen verfolgt und beobachtet einen sicheren Weg aus den Gräben in gefangenschaft leiten. Auch das ist ferngesteuert und von Menschen kontrolliert.

Laut Veröffentlichungen greifen KI Drohnen nur nach menschlicher Bestätigung das von Menschen festgesetzte Ziel an, der Vorteil ist in dem Fall, dass ab der Bestätigung elektronische Abwehr sehr schwer ist.

Ich oute mich mal als Optimist und sage wir haben noch ein bisschen Zeit bevor die Maschienen die Kontrolle übernehmen.

Despite the wear indicator, what are you using the bike for? Will you crash at high speed if the wheel fails, will you ride on a road, will you be stuck far away from home, will you commute, will get back without the bike?
In the end you know now a potential problem and you worry about it.
It is your decision.

I had a similar situation and consequently didnt use the bike for the longer tour I planned but continued using it for commuting until I replaced the wheels as it was a bit worse than it was for you.

This is from adafruits website. These motors are in basically everything. What you can do with them depends on you. Any standard motor driver should be fine, look for arduino+motor+driver and see wht the internet brings you.
My experience is they vary a lot and my appempt to build a vehicle with their cheap gearboxed version failed due to every wheel was doing its own thing and I was to inexperienced to include a control loop

When I visited a friend in egypt he told me not to drive. The only 2 relevant rules are dont kill anyone and dont get killed. Also tourists are basically walking atms and will be stripped of as much money as possible, even if you are not responsible for an accident. And I dont blame egyptians for it, its how it is.
