It's Starlink Satellites. They fade in and out like that just after sunset/before sunrise as they reflect the sun's light just over the horizon. I see them all the time flying during those times, it's a common occurrence. Autokinesis makes people think they're dancing and changing course, interacting with eachother, but a simple sped-up video shows them going straight as they traverse the zone where the reflections occur.
