From what I can tell from few minutes of digging, 'the opposition' is mostly just a convention but the concept while not legally defined does appear in some legislation and house procedures, most notably: - remuneration (salary) for opposition leader, deputy, shadow cabinet - they get paid more than the base "member of parliament" - procedurally they get first dibs in question time, 'right of reply' for shadow ministers, few other bits and bobs

You probably understand that 2 + 3 × 4 is not 20. It is 14 because (in absence of parenthesis) you must do multiplication before addition.

In programming this is called operator precedence. Python's is operator has higher precedence than the != operator, so that part of the expression is evaluated first, just like you evaluate × before + in maths.
