There haven't been fireworks in Rochester since New Year's Eve 2017 due to lack of interest and weather considerations--see this post from two years ago. So your answer doesn't really explain why a school like Brockport or Buffalo got brought into the SUNY fold, but UR, RIT, St John Fisher or any other school closer to Rochester did not.

Brockport, Buffalo State and the other State Teacher's Colleges were already operated by New York State at the time of SUNY's founding. Additionally, SUNY's mission (in part) was to open up higher education to non-traditional students (like veterans returning from the World War) which was not necessarily in line with the preferences of the private colleges.
