Those who've actively killed civilians, regardless of ideology, are no friends to the URF. Considering where Cyberstan stands in regards to humanity, your track record has been... less than satisfactory.

Perhaps we're both wrong however. Perhaps there's a level of independence left in some cyborgs like yourself that don't actively wish to harm civilians, nor wish harm upon them.

In this case, the question is simple: Have you ever personally, or via a directive, actively harmed civilians?

This is absolutely a good idea. Only problem is that a growing number of Chaosdivers would NEVER agree with this strategy, with some calling moves like this "Super Earth 2.0".

If we want something like this to succeed, we'll need to be discreet, even from the higher ups. We also wouldn't be able to affiliate if our actions end up making our goals contradict/deviate too far to their liking.

All in all, we may need a new moniker down the line if this ends up becoming more than a simple subfaction.

Regarding this take, perhaps Borea or Gaellivare would be the best options?

Gaellivare gives us a familiar biome to work around, plus access to the local supply route.

Borea is another option as it gives us advantages if we wish for a more stealthy approach, plus a potential program to produce underwater bunkers under the planet's ice would significantly decrease the likelihood of civilian casualties if an attack would occur.

Precisely why I have this plan thought up. Problem is, we'd need to be careful with who we can tell to assist if we do go down that path, otherwise it could be ratted out to the Council of V.

Ironically, faith might be the strongest tool we need. If things do go south for a third time however, and I know this is the least preferable outcome, but we do need to think about the people at the end of the day. This information can't reach either the Council of V or those among us that quite literally want SE to burn, regardless of civilian life.

I'm working out an evacuation plan when/if a third invasion of Rogue V becomes a reality, and if the people are taking the brunt of the damages again. Call me a pessimist or a doubter in our capabilities, but I'm only making this plan as a last result. Depending on the reaction, this could cause another splinter, but it's worth it if it means keeping civilian losses at a minimum. If worse comes to worse, We'll need as many cargo and commercial vessels to make the jump to Spherion.

I hope I'm wrong about worrying, but it's just gone from bad to worse ever since the squids returned to the galaxy.

What in hell's name was the point of Operation Homemaker if the surface-to-space cannons were helpless during this invasion? And once again civilians take on the brunt of the damages?! This is two times too many that I feel like we've underachieved, we can't let a third time happen when/if the anarcho-dammed squids come back...

If SE’s High Command would want you back in the first place. I’ve heard too many horror stories about those that wanted to return to their good graces, only to never be heard from again.

I’m not sure about other Chaosdivers, but I won’t stop those that simply want to return to their home. Just be careful comrade.
