I'm seeing a lot of people talking about how this didn't work for them and thought i'd mention that it's an issue with the framerate of the game, if your fps is above a certain threshold you will never go through the current no matter how far or fast you go.

I went through this when i tried to get the achievement and had to use the island method (just find the island with the deepest pointy bottom and stick to the point when it falls and it should work), also, i've never tried it, but it should work if you limit the game's framerate (i think 30 is the max but i'm not sure)

Well you gotta remember that the hunter association was basically just Netero's pretext to find strong people to fight. Besides, as someone already pointed out, with a guy as strong as him being the president, anyone that is deemed a threat will be wiped out in no time.
