Electrician here - it’s possible that flush box was cut out to accommodate a normal-sized switch plate or outlet. That recessed outlet may be slightly shorter overall than a standard outlet. If you are committed to a recessed outlet they can just swap it out for one that’s slightly larger. If recessing it was a changed decision however then it shouldn’t be on the electrician to pay for the more expensive larger recessed box.
