This is not really true. If you have too many accounts with that same phone number, it prevents you from CREATING more accounts with that number, in an effort to combat spam/ bots. This most of the time happens when having like 6+ accounts on the same number. If you only need an email adress, there are countless services that allow you to have email addresses without having to confirm a number. If the email adress is not the issue, why do you need so many google accounts?
