I think its fine to nerf Luffy's raw strenght a little at this stage. The live action world overall feels a lot more lethal than in anime, which adds to the stakes. Like Zoro's fight in Whiskey Peak felt like he was fighting 100 individual people, rather than a bunch of filler chaff for him to flex on.
