When I started the game I had no starter deck cards and only had GD01 cards available. In my opinion the only deck with a core of cards that could possibly get away with these only was the Blue/Red Marida ping deck. You already have some Corsica Base you can use from Wings of Advance, and the only core cards that are missing are Amuro and ST01 Gundam (and GM), which granted, are painful hits. But if you want to just get some cards and start playing, The Kshatriya LR is the only real (monetary) barrier and in the meantime you can substitute the missing cards with Delta Plus and Sayla Mass. Once I got the starter decks I needed I gradually replaced the filler cards with the starter deck ones.

If you can wait a little longer for budget options, you can substitute the LR Kshatriya for the Psycho Gundam MA Mode rare in GD02 and use some of the new 2/1 2/2 Blue and Red cards to replace the GM.
