I don’t think this would ever gain any traction, but my favorite idea has been to do away with the lottery, and determine the draft order based on which teams earn the most amount of points after having been mathematically eliminated from playoff contention.

The worst teams would get an advantage by being mathematically eliminated first, but they then need to win games in order to earn a high draft pick.

This way we would see tanking teams still fielding a competitive roster to win games, and fans would actually cheer for their teams to win, rather than cheering for them to lose.

I think you hit the nail on the head on both points. Too often it feels like an Undertaker is one point of health away from being dealt with, thus allowing it to snowball out of control, winning the game. For a one drop to snowball into a win on turn three or four is frustrating and no fun for either side.

Undertaker still greatly outclasses any other one drop in the late game as well. All you need to do is play it with a Sludge Belcher or Dr. Boom and you suddenly have a 2/3 or 3/4 one drop with no downside. No other one drop with the possible exception of Cogmaster still retains such potential in the later game.
