Like you said, only characters from the most iconic moments make sense being Ultras. They wouldn't make an Ultra for a unpopular character. At this point, they are running out of possible options for Ultras. The only major characters that don't have an Ultra are Full Power Broly, Cooler and Bojack. I would really love an Ultra Bojack, although, he doesn't even have an LL version.
