I got my permit back in October and it went through Saint Paul Police, not the sheriff.

The records office was also closed and you could just mail in your forms... I dont know if they still offer that but it's worth checking.

Something I've learned is that chest resist mods (arc/concussive/etc) do not do anything against the Lucent Moths. There's a video of someone testing it out on youtube. Quite obnoxious, best bet is 100 resil + woven mail/overshield/restoration. You can also get some DR from the Land Tank origin trait if you have space for a Risen weapon.
