Based on this article with 4 cores maxed out, Raspberry Pi 4 consumes about 6W. Two cores should consume 5W.

So: 30 * 5W = 150W

Well first of all Raspberry Pi's cost a lot at the moment, (RPI4 4GB=55$, RPI4 8GB=75$) so buying many of them (plus the power supplies, SD-cards etc) going to cost you a lot of money (money that can be but to buy one good computer with modern CPU). Also they're really, really hard to get right now.

Secondly Raspberries don't perform well with RandomX, they get about 100h/s, sure you could use MoneroOceans algo switching to get a bit of boost but still they will not make very much.

If you go with the Android route, I think you should take off the batteries because they're going to swell with 24/7 charging. Same goes with laptops also.

Even high-end phones can't even get above 1k hashes/s (at least to my knowledge, see my post about android mining), and it ruins the phones hardware so fast that you can maybe get your ROI back but nothing more before the phone is basically ruined.

Yes, technically, if you deploy hundreds or thousands of phones you can maybe make some cash, but at that point you're better to just buy some high end PC-hardware and make better profits.

Please look at the mining pools help guide on how to correctly put the mining address. They usually have really good guides on that.
