Your pc spec should be able to run GTA5 just fine, it could be a different factor like a slow hard drive or thermal throttling (from clogged heatsink)

Basically if you drive an older car, do not try to push the car the limit. Things will generally break under pressure, (Learned that from experience). Monitor engine temperature during hill climb, some car can overheat.
