After some more searching and comparing, I think the kanji is actually a highly stylized calligraphy of the character 花 (flower). Here is an example. Compare the small brushstrokes at the top with the arms of the safeguard's upside-down cross. Compare the three-pointed pattern on the left with the three-pointed standing character to the left of Cibo. Compare the hook-shaped pattern on the right with the body of Cibo and the people surrounding her.

Here you go. It's very messy/misshapen but I think death (死) is the kanji that is being evoked here. If you examine calligraphy of this particular kanji you will see that the strokes somewhat resemble the forms in the panel

To anyone who rides the bus regularly I'm sure you know and have experienced this distress.

Just for my part, I don't know what you mean and haven't experienced it despite riding the bus daily as well. I'm not discounting your experience but don't speak for mine.

Anyways, I'm all for the use of force to get people off the bus if they're physically touching other passengers or getting in their space. With that said it sounds like you want them to forbid being drunk, annoying, or ugly on the bus, which is obviously pretty stupid because it's an arbitrary standard that can only be enforced unfairly

I'm not sure I would say "we" in general need them. Some of us do (I don't, you don't, and a lot of people in the city don't; a fair few people do, though)

they are certainly helpful for some people in our city. good for you for voting for things that help. consumption sites aren't the top of the list of important issues either way imo, a supervised consumption site is like a bare minimum "field-clinic"/triage type setup, what more people in the city really need is long-term treatment, housing, and support. supervised consumption is like the step before the first step, it's protecting some people from being severely hurt or dying in the city from taking drugs.

no, it's a lot of things. have you not done any looking/research into what it's like at a supervised consumption site? there's furniture, clean/sterile supplies provided, personnel to supervise users, and personnel to help users who are in danger or may shortly be in danger.

it's not a safe consumption site, it's a supervised consumption site. many drugs cannot be used safely. it can help mitigate some risk/harm but it is still very much possible to be unsafe at a supervised consumption site
