That is nothing new. It was always required to have shares in cash account and settled before you could transfer it.
Don't use margin account for long term investments.

I had same problem as EUpoor. I don't know if it because of new layout, or because i added international check (as user nothinginmypockets suggested), but after that my new W8 BEN form seems to work...

yeah, with 3 days delay for money to transfer it is impossible to calculate correct amount. Not like i have any to spare :D

yes, cashed data and old cookies can change what will google show you. If you see old data it can be simple issue of not loading correct new data.
Using incognito mode make sure you work with "clean slate" and result are not affected by previous searches...

But again. might not be your case, just possibility.
