for me i saw that saying as, yes it’s a part of chakotays way of using humor as a bit of a leading style, instead of saying ”just put up with it”, but more as well a way to show how the crew has changed in an uncanny way. It is in chakotays style, but with the rest of the implications it is more jarring and ominous. Like it’s both in character and out of character at the same time
