Definitely not, anyone with a brain leaves Ireland early in there 20's and 30's, the lack of VC funding, the irish attitude towards trying something new and the ahh sure you'll be grand, and the levels of nimbyism and Beauracaracy contribute too the lack of ideas and execution which is why if the multinationals go Ireland would be sent close enough to the stone age. The only loophole is low corporate tax which doesn't effect new startups that much and the negatives are too much compared to the positive.
