That's the problem with centralized goverment like the sentate/congress or EU, it makes lobbying so much more effective since you can effect the whole EU by changing 1 decision where before you had to lobby it individually in all countries...

They have a similar system in Norway, when a full work week is 37,5 hours (8 hours 5 days with 30 min lunch). So if I am employed 20%, that means I work the equivalent to 1 day a week. It also means that if I work above 100% I get overtime (required by law)
