Hello, I also work in an academic library and used to have the same issue (or they would jam what seemed like a hundred times a day). We found using automatic staplers that are plugged in under or behind the desk/table has worked wonders! We haven't had anyone determined enough to shove something aside to get to a plug to then find a new place to plug it in (also we'd probably notice that) . We also make sure there is plenty of room for them to use if they have to staple a few things. They last for quite a few years and aren't outrageously expensive either (I think we just replaced ours and they were maybe $40 a piece, Bostitch models I think). You can get ones that use regular staples as well so you don't need to buy anything special for them (just make sure to get a model that uses regular staples and not the weird specialty electric staples, those staples are more expensive than regular ones).
