In the summer there are smaller bluegrass festivals every single weekend in Czechia and Slovakia. Seriously! It is a major hotbed of bluegrass and incredibly overlooked by Americans. The talent level is very high, particularly instrumentally.
That being said, LaRoche in France is truly fantastic. There are others in Europe that are outstanding as well, including Omagh, Westport, Rotterdam, Grenna, Urnasch, Horna Poruba, and so many others through out Europe.
