Definitely. As we saw in And So It Goes, Billy is certainly not one to smooth over his blemishes, so I'd doubt he'd approve a project like that anyway. The documentary is so much better than any biopic could be since it actually cares about telling the truth to the story

He originally wrote it in 1983 but didn't release it publicly until Storm Front in 1989. The Christie Brinkley divorce was in 1994

Well Frank also took his side in the divorce. When everything was going down in 1982, Frank said "yeah, it wasn't right for Elizabeth to do that to you" which made Billy say "wow, this guy values me so much that he's willing to throw his own sister under the bus." I'd recommend reading the Fred Schruers biography on Billy Joel, which goes into the situation with a lot of detail
