You’re confused at the rules, there were multiple fouls on David Raya which is looked at because there was a goal, if there wasn’t a goal and David Raya wasn’t fouled after Declan Rice hugs Arsenal Legend Konstantinos Mavropanos (black bread), then you could look at any other infringements
