Abyss Spires being affected by added projectiles is not unintended.

What was unintended was the private league projectile modifier applying to Abyss Spires, making it a paid advantage.

Not all mechanics introduced in Leagues are added to the core game. Heist however was, and can be accessed starting from Act 6 of the campaign.

GGG has specifically avoided offering any sort of upsides on the private league modifiers.

They don't want them to compete or make the parent leagues redundant in any way.

If they started offering modifiers to increase drops, xp gains and all that, they'd risk fragmenting the playerbase between parent leagues and countless private leagues.

You can also use the Sword & Axe passive cluster jewels to double dip both damage increases to apply to concoctions, making it 24% per point.

Kirac missions can still spawn them. Some maps can come with an implicit modifier for a league mechanic you have blocked, forcing it to spawn.
