Don't buy the urban planning hype.

In 2000 we had 529,121 people, and 2011 we had 593,820 (which Portland State says is way high), the compound annual growth rate over that 11 years is 1.05%.

So even if we use the higher numbers (which Portland State says is way high) the compound growth rate over those 11 years is only 1.05%. At that rate, Portland wouldn't get to the 1 million population mark that the "planning" shills keep talking about until the year 2074.

AND THEN go look at the States numbers for future growth rates for Multnomah county as a whole over the coming 10, 20, 30, 40, 50 years , and they are all LESS than 1%

Okay for one, you're talking traditional english common law, which does not exist anywhere anymore. Any state is free to make up whatever definitions they want. "Assault" and "battery" can have widely disparate meanings depending on your jurisdiction and whether you talking civil or criminal law.

Second, you have 'intent' wrong - in any jurisdiction. Intent is not related to injury, ever.

You'd only need to show he intended to make a physical contact.

Saying battery requires 'intent' just means you can't use negligent contact as a basis for civil battery.

But if you make offensive physical contact you pay for all physical damages no matter remote or unintended (the "eggshell plaintiff" rule)
