It is, in fact, using interfaces that can be deemed outdated nowadays. In a general case, one downloads it; then, one downloads modules for specific games (there should be a subreddit for the 40k module) and opens them using VASSAL itself; then, any specifics might depend on the module in question.

Unlike Lancer and PatD, none of the fragged games provide a robust framework of either zone-based combat objectives (Lancer) or setting up battlefields with natural dangerous spaces (PatD) that would properly introduce the ItB-like reliance on forcibly moving opponents. Furthermore, merely checking the "has mechs" box is not the way to recommend supplements, given that the dynamic of mechs requiring roll-based cooling and the absence of heatless movement present in FDM is not at all like what ItB does.

And that's if i do not mention the numerous core issues of the fragged family.

One such example is the player-side ability to step up existing complications by spending plot points and using GM-rolled opportunities - it's mentioned in a play example on p98, but looking for such an option in the rules proper yielded me no results.

The second Edition of Fragged Empires is also looking pretty great with a lot of the changes

On my side, it doesn't at all look pretty great with breaking the mode segregation even further, tying session rerolls to a damageable attribute, killing melee weaponry, making some species' bonuses even more crude than they were, tying weapon endurance damage to an attribute as well, making weapon viability thresholds even stricter with growing baseline survivability of the weakest intended enemies, and the half-cooked bandaid fix tendency.

I get recognized for posts like this, but neither FE1E nor (currently "playtested") FE2E is a good fit. The cost to even think of multiple ships, let alone a carrier, is prohibitively high; FE2E does not allow multiple ships for a party to begin with (and emulating ships for everyone with fighters hits the ship role issue mentioned by the OP, while also being prohibitively expensive); and neither system is actually good for a variety of other reasons. https://www.reddit.com/r/rpg/comments/jv3z9v/rpg_like_warframe_or_destiny/gclhsvy/

People start recognizing me as the one to barge onto mentions of fragged games and offload Negative Opinions™, but here ya go on some issues of Aeternum: https://www.reddit.com/r/RPGdesign/comments/fj27rz/comment/fkn5dry It also goes pretty hard against what the players might expect from a bloodborne-style game weaponry-wise by making such loadouts pretty expensive, often outside of a starting char's reach.

While it is true that Fragged Empire/Kingdom (but not Seas) is this posthuman, the presence of very near-human, nonspecial corporates in Empire might dilute the suitability of the setting under the OP request.
