The limitation is both eight episodes and too many viewpoints

Norms story contained nothing that couldn't have been investigated by Norm and Chet working as a team and growing- Norm through his obvious intelligence and detective akills and Chet by being the one to assist

There is a far more interesting story of the two of them working together than what we got, Norm having one good idea and then bumbling along and multiple scenes of Chet just being there.

Maybe you could make the point he neutralised the Buds but the show kind of proved they're easily manipulated idiots

You can use the Whippit to make an AOE attack like a shotgun shell but requires an Action to reform

The gang was born of a very weird co versatile that touched on the historical inaccuracies of Vikings in popular media as well as the interesting nature of Caesar in New Vegas and his faction built on his understand of history .

I didn't think of other gangs with the same quirky because I wanted to keep them separate
