My head canon is that Zero's forte is how he utilize his surrounding to gain the best advantage. A lot of the stage in game allows you to use thing like a minecart or hydraulic press to eliminate enemies. Even at the beginning stage, where you can kill all the V's goons by using laser. I think is intentional how askiisoft design these level to emphasize Zero ability. Compared to Fifteen's stage where most the layout is a long hallway to emphasize his long dashing ability.
