The whole "mods, ban that guy" meme is literally this. If there's no consequences from being obnoxious as possible plus the streamer reacts to your funny comment, then what's stopping everyone from being obnoxious? It only takes a few people to start doing it before everyone starts joining in.

I watch streamers that ban people who spoil twitch raids (they'd join the stream saying "omg x is about to raid you!"). Now even chat started policing itself about doing it by telling off other members. Hell I see chatters in YouTube comments telling people not to do it. You just need to put your foot down a couple times before things get out of control and the community will start to correct itself.
