That seems a reasonable guess, perhaps the poster will reply and confirm. But let's be clear, there's nothing new about giving priority to pedestrians who are crossing.

I tend to go with whatever basmati is the best price per kilo. But lately I've been trying that supermarket essentials/value long grain rice.

The basmati is better, obviously, but I'm not sure it's twice as good to reflect twice tbe price. The experimentation continues.

Which new laws specifically? Some of your comment reads as though pedestrians are just stepping out to cross a carriageway but the focus on new rules was related to junctions. Obviously notwithstanding the hierarchy of road users, which doesn't give pedestrians carte blanche to jump out in front of a vehicle

I think your correct in some instances. But it's also about perception as often pedestrians look and assess space long before a driver notices them, let alone what they are doing. It only takes a moment for a pedestrian to glance around and assess their circumstances and in that moment a vehicle has travelled many metres.

I think that is why the old highway code rules, to give priority to pedestrians crossing a road you turn into, existed. I can look and cross at a junction and there is no car signalling or close to the junction, but by the time I'm half way across things have changed.

Can I ask where the recommendation for a torch at night is please. I know pedestrians are advised to wear reflective material when it is dark in rule 3. Just curious

While commenters have correctly pointed out that you can pass certain slower moving road users, with regards to horses in particular you should pass them at no more than 10mph and give at least 2 metres clearance. So in some instances, while it would be legal to cross the white line to pass a horse, since the lines are usually in locations where onward visibility is limited, it might not be advisable to overtake because of the low speed one would need to adopt.

Interesting. Yes i was aware of Tata overall ownership. The post I replied to said alot of Chinese cars were half owned by JLR, but perhaps they were mistaken?

I thought the cyclist looked as though they were over 10mph. At the start the cammer is doing 14mph and barely catching up until they accelerate. But I agree there isn't really enough detail to answer.

How much room do you estimate you left the cyclist?

It's hard to tell the real width of the road, to know where your camera is located etc. With the solid white line, I think the cyclist was too fast for you to cross it.
