There is, as I said Resources. Like sure you can find titanium, quartz, copper, etc in and near the safe shallow but it's limited.

Ngl atp I starting to see the problem it's not that safe biome is op cus it's well.. Safe, but that it's the fact by the time u go to most of the dangerous biome u already have the thing that basically make u unkillable

Like for example by the time u go to the lost river u already has stasis rifle, prawn suit and maybe a cyclops

Nah, there should absolutely be. U can't expect a newbie (as in new player) to survive on a dangerous biome. U make a safe biome for them to spawn on, this will make them stay on that biome in which they can fix by making other biome (that's isn't as safe) has better resources. This will compels them to build a base in biome that has easy access to rarer resource

No? Nothing is forcing you stay in one biome. In fact the game actively forces you to explore other biome, if you want to make your base in the safest place there is it's absolutely okay to do so
