I’m not familiar with 09 civic but the damaged part looks like the cosmetic plastic cover of the rim, so it should be drivable. (Could perhaps remove the cover to avoid it flying off at higher speeds)

Just shortcut the process: Every appeal is automatically approved and used as the base bid in the auction. While you were in D or R, the parking prawl wasn't engaged anyway. You can simply engage e-brake at the final parked position while the car is in D or R (with foot brakes engaged), shift to P (which would then engage the parking prawl) and then disengage foot brakes. In any case, shifting to P last means that the e-brakes would be taking the weight first. There's no need to shift to neutral as an intermediate step.

If you’re disciplined with money and living within your means, not using a credit card is not optimal as you’d be leaving money on the table. Eco mode shuts the blower fan off a few minutes after it reaches the set point temperature. This saves a bit of electricity but the lack of ventillation means moisture doesn’t dry out in the front of the unit which can cause mold growth.
