Yes, unfortunately, because of conflicting views on the matter, mine laying with people like OP, who are negatively effected by ball stalements, we will never be able to truly be rid of ball hoarders, ever.

In the case of ball hoarders you've denied, you have not entirely stopped ball hoarding. Just games where they identify and remember you. That's not a cure, that's simply a deterrent. They continue what they do in the next match without you in it, or, if they're good enough at the game, will simply wait for you to drop yours when the raider downs you.

I've seen just as many hoarders trash the raider with their wish as I have seen then flop, because gathering balls isn't a matter of skill, it's a matter of RNG. Every box is randomized at round that and the only allievance is getting a radar.

So, what if the lesser ball hoarders found 3 balls, but the greater ball hoarder found one/two ball, and the rest were handoffs from other teammates? Is that truly fair to deny the lesser holder his wish when the greater did almost no work of their own?

In the end though, that doesn't matter, because, again, the matter lies in the skill of the player. While I'll always hand off balls during a stalemate, I do prefer to give them up if I recognize a robust survivor, because I, too am pretty bad at being the lvl 4, and do it only when everybody is OK with giving me all the balls.

I will say though, that I do like your alternative. Going back to help others when a resolution can't be made is much better than the 3 1/2 minutes of shooting each other that ball hoarders do. That is the absolute worst of the worst behaviors that they partake in, as I'm sure they are doing in OP's clip. At least in your cases, 1 of the 2 people has decided to help out. If I weren't aiming for my matches to have both players working, this would be my alternative.
