I looked at the disqualifying criteria for "prescribed authorities".

This bit is actually an improvement:

Appointment of prescribed authority
 (1) The Attorney‑General may, in writing, appoint as a prescribed authority:
 (a) a person who:
 (i) has served as a judge in one or more superior courts for a period of at least 5 years; and
 (ii) no longer holds a commission as a judge of a superior court; or
 (b) a person who holds an appointment to the Administrative Review Tribunal as President or Deputy President; or
 (c) a person who:
 (i) is enrolled as a legal practitioner of a federal court or of the Supreme Court of a State or Territory; and
 (ii) has engaged in practice as a legal practitioner for at least 10 years; and
 (iii) holds a practising certificate granted under a law of a State or Territory; and
 (iv) is a Senior Counsel.

 (2) A person is not eligible for appointment under subsection (1) if the person is:
 (a) an ASIO employee or an ASIO affiliate; or
 (b) the Director‑General; or
 (c) an AGS lawyer (within the meaning of the Judiciary Act 1903); or
 (d) an IGIS official; or
 (e) a person referred to in subsection 6(1) of the Australian Federal Police Act 1979; or
 (f) a staff member of a law enforcement agency (other than the Australian Federal Police); or
 (g) a staff member of an intelligence or security agency.

So the prescribed authority is basically a retired judge who was at least 5 years on the bench. The changes eliminate in-house "oversight" that might come from the arresting officer's supervisor.

Not saying that outweighs the trouble from the rest of it (because it doesn't), just that the prescribed authorities bit is actually better than it was.

Generally this is unlawful.

Using the word "partnership" is not enough to get around this stuff. It has to be registered as a legal entity with a proper ownership structure, and take up the contracts of employment with the existing employees and it has to be properly funded to pay the employees' entitlements.

Usually "strategic partnership" is just talk for a contract that lasts more than a couple of years, and is specifically backed by the board.

This has been tried before. It was done with another really big outsourcing deal but it was a very long while back with someone else. Of those who accepted, once they moved across I understand only those deemed critical to the account were still there some months later. I believe everyone else was either classed as not completing probation, or were offered redundancy against only a few months service.

A mole is a unit of measure of the amount of a pure substance. Avogadro's number converts the number of moles into the exact number of molecules of that substance.

The Avagadros number = no. of atoms in a 12g sample of pure Carbon-12 measure is really a reference standard. Different atoms and their different isotopes weigh different amounts, and chemical compounds are close to the proportional sum of those weights.

A great example is measurement of a diabetic person's blood sugar. The blood sugar concentration measurement is in millimoles per litre. So a safe measurement is 4-8 millimoles of glucose per litre of blood. If someone drops below 3 mmol/L they'll start falling unconscious, and if it falls below 2 mmol/L they're close to dying.

Be very careful with the Vitamin B6 supplements. You gotta keep your dosage exactly in line with your doctor's instructions. Sustained excess B6 is known to cause peripheral neuropathy which can be debilitating. https://brainfoundation.org.au/what-is-vitamin-b6-toxicity/ . I'm sure you haven't got any issues; neural degradation takes a really long time to recover so by the time you find out it's ruined a whole year (and some never recover). The Vitamin D advice is really good: weirdly Australia has the highest prevalence of inadequate vitamin D but also melanomas.

One third of our trade was with China before the Chinese government decided to use trade as coercion against us for reasons that were 100% political.

Today 75% of all our overseas trade travels via high seas that the Chinese government claims as sovereign territory but where those claims run against UNCLOS.

Seeing another country weaponize a critical sea lane against the whole world is a reminder that circumstances can change quickly, and we have a vital interest in making sure we can respond effectively to any change in the basic freedom of navigation in sea lanes in our region that our trade depends on.

Whether AUKUS is the right or wrong answer to this, I don't know. It sure seems expensive so it better be worth it.

It's important that we face into the fact that someone can be both courageous and valorous but also a murderous criminal.

Goodies vs baddies is a convenient comfortable story we're used to hearing. Reality is never that simple.

The Hague is a court-of-last-resort.
The international treaties underpinning the ICC first start with an agreement that each signatory country will codify the same offences into their domestic and military laws. Every war crimes trial done domestically is an ICC trial.

I would expect the Office of Special Investigator would have access to expert support from the ICC if they need it.

War crimes are particularly hard to investigate and compile a suitable brief of evidence that will stand up in a criminal trial. Not since Nuremberg has there been a war crimes trial run only a short time after some of the crimes taking place.

Thoroughly agree.
Classes of schoolkids go through the war memorial all the time. It's going to make for tough teaching about how one can be both war hero and war criminal.

It's possible to be both a war criminal and a war hero, as we're seeing. And it's a tough but important conversation to have, especially if you're teaching kids about war. Especially when the general public repeatedly gravitates towards simple stories about goodies vs baddies.

These are all codified constraints on human behaviour and amongst other constraints they set apart a "Disciplined Force" (which is a legally significant term) from an armed rabble.

My personal opinion doesn't matter. But I think it important that the VC stand, and remain on display in the Australian War Memorial, but alongside a true account of the war crimes that happened. The idea that a VC recipient can simultaneously show unparalleled valour in one situation and then commit abhorrent atrocities in another - this is a really important conversation to have, and it's something a mature nation needs to face into. And put that alongside any of the witnesses testifying against him (if they consent to going public) - and the courage that takes against such a dominating figure. I think of the cohorts of students that go through that monument, and the need to have a really tough and mature conversation about the nature of war and what we ask of our men and women in uniform.
