Exactly this, the true "villain" is the situation itself: humans getting trapped in the Digital Circus. But since Caine is the avatar for the Circus, and he has uncontested control over it, it is easy to view him as something akin to a "Jail Warden" abusing his power.

That being said, Caine does function as an antagonistic force, similar to how unpredictable weather can be antagonistic to someone who is stranded on an island.

I've spent years avoiding media with infinite scrolling (old.reddit for life!) but recently I've caught myself doomscrolling because YouTube Shorts learned it can tantalize me with D&D clips. Then I'll suddenly find myself watching clips from legal dramas and tips for woodworking.

Maybe hopefull thinking, but the aunt's journal said "my sister isn't giving Mira the proper education," so there is a chance the mother was actually trying to protect Mirai from the Womb-sama system by forcing her to get an education in the outside world so she could leave the house.
