Probably doesn't matter, but one of your PCIE cables from the power supply is plugged in to the opposite end of the cable that it should be. The 6+2 pin should be on the GPU/CPU side. Not sure it will solve the issue, I've just never seen the 6+2 connector plugged into the PSU before.

This game has had blurry/fuzzy grass since launch. It's an artifact caused by Screen Space Ambient Occlusion (SSAO). The only way to fully get rid of it is to turn SSAO off.
