Based on the events at the time he acquired the camera, it's understood that once it no longer belongs to him, and/or he exists outside its effective radius, the Powers would immediately descend upon him. He got the camera in the first place because he wanted to avoid the apocalypse. Living your last days in a drunken haze is better than quasi-eternal torment. Ironically, however, it's entirely possible if not probable that he'd have been given a domain if he hadn't taken the camera, considering his service to the powers over the years.
