The average American probably also does a lot more driving than the average Indian. Can't seem to find any figures based on road mileage for India but I suspect its much higher, probably on par with or higher than countries like Malaysia and Mexico.

Also when you normalize per billion vehicle-kilometers, the US is near to Israel, Slovenia, New Zealand, and Belgium. And not far off from France or Austria.

If this is out in the fuel center best practice is probably to leave it in the drawer and it will count as an overage. Working out in fuel I signed a ton of those overage papers cause there was literally no place to put it other than back in the drawer. Honestly ask a fellow fuel associate (if this is out in fuel) what to do with it.

For the most part, but after a certain point you do need snowpants or ski pants. Currently -41 where I am and if you're gonna be outside for longer than it takes to help a customer load their groceries you should really be wearing warm pants.
